Dr Hind Benlhabib

Expert in Data Governance and Digital Transformation, Mohammadian League of Ulamaa - Former Director General of Planning, Resources, and Contracting, Ministry of National Education, Preschool, and Sports, Morocco

Hind Benlhabib is a Senior Data and Digital Transformation Expert in Education Systems and a senior public sector leader with more than 30 years of experience in the design and governance of large-scale information systems. She recently served as Director General of Planning, Resources, and Contracting at the Ministry of National Education, Preschool and Sports in Morocco, where she contributed to strengthening strategic planning and promoting data-driven decision-making across the national education system. Her work has focused on leveraging digital technologies and data to improve governance, optimise resource allocation, and support more equitable and effective education policies.

Throughout her career, Hind has played a central role in the digital transformation of Morocco’s education administration. One of her long-standing professional dreams was to help build a national digital system capable of connecting all actors of the education system and supporting better management of students’ learning journeys. This vision materialised through the development and deployment of Massar, Morocco’s national education management information system. Under her leadership in the information systems domain, Massar became a major national platform that supports the management of millions of students, teachers, schools and examinations across the country.

Earlier in her career, she served as Director of Information Systems, where she led the modernisation of the Ministry’s digital infrastructure, supervised the establishment of national data centres, and contributed to the design of strategic information systems strategies supporting evidence-based policymaking.

As of March 2026, she began a new professional chapter as an expert contributing to the development of a national information system dedicated to the prevention of violent extremism (PVE) in Morocco. This initiative aims to develop a large-scale data-driven platform comparable in scope to Massar, supporting coordinated public policies and early prevention strategies.

Hind holds a State Engineering Degree in Industrial Engineering from the Mohammadia School of Engineers and completed her PhD in Education Systems Performance Management in June, focusing on a model for assessing the maturity of education systems in managing performance. She joined the HP Cambridge Partnership for Education EdTech Fellowship to deepen her engagement with global experts and explore how data governance, digital innovation and technology can help transform education systems and contribute to more resilient and inclusive societies.
