Cora Steinberg is a senior education policy specialist with over 20 years’ experience in research, innovation, education systems, and social development in Latin America. She holds a degree in Sociology from the University of Buenos Aires and a Master of Science in Social Policy and Planning from the London School of Economics, where she studied as a Chevening Scholar. Her academic background is complemented by advanced training programmes in statistics, multidimensional poverty, and government innovation at IDEAS, Georgetown University, and Oxford University.
Since 2016, she has served as Education Specialist at UNICEF Argentina, where she leads the national education programme focused on digital transformation, foundational learning, secondary education, and equity. She promotes strategic partnerships with national and subnational governments, UN agencies, international financial institutions, academia, civil society, and youth organisations.
Steinberg has led the design and scaling of innovative education policies, including technology-based rural secondary schools, recognised as one of three front-runner solutions for adolescent development at the 73rd UN General Assembly in 2018. More recently, she spearheaded the transformation of secondary education through an innovative systemic programme implemented in collaboration with subnational governments, and the development of digital skills platforms to promote youth development within the Argentina chapter of Generation Unlimited—UNICEF’s global public-private partnership.
In the public sector, she served as Advisor to the Minister of Education of Argentina and Coordinator of the Education Strategic Planning Unit from 2008 to 2010. She also contributed to national programmes such as Conectar Igualdad, PROMIN, and Proyecto Joven, and collaborated with international organisations and think tanks including IIPE UNESCO, OEI, CIPPEC, and GRADE.
Steinberg has taught at postgraduate and master’s levels in national universities and contributed to key publications, including Un viaje a la transformación de la escuela secundaria (Ed. Siglo XXI/UNICEF, 2022) and Kids Online Argentina National Survey Report (UNICEF/UNESCO, 2025).
Her profile combines strong technical expertise in data analysis, policy design, and programme evaluation with excellent communication, negotiation, and leadership skills. She fosters cross-sectoral alliances and inclusive, evidence-based education strategies, engaging high-level stakeholders at national, subnational, and international levels.
As an EdTech Fellow, Steinberg is advancing her expertise in educational technology to develop innovative, inclusive solutions for teachers and students in the AI era.
