Dr. Albina Tsiatkovska

Director General for International Cooperation - Ministry of Education and Science, Ukraine

Dr. Albina Tsiatkovska is an expert in international collaboration, partnerships, strategic management, and quality assurance in education. Currently, she serves as the Director General for International Cooperation at the Ministry of Education and Science of Ukraine, where she leads efforts to internationalise Ukraine’s education system, build meaningful global partnerships, and advocate for the needs of Ukrainian students and educators. Her work focuses on ensuring access to quality education for Ukrainian children and teachers, including those displaced by the Russian war, fostering resilience and global connections.

Dr. Tsiatkovska holds a Master’s in Law from Yaroslav Mudryi National Law University, Ph.D. in Law from Kyiv National Economic University, and Master’s in Global Management from the American University Kyiv (February 2025). She has extensive experience in higher education quality assurance, having played a key role in establishing and developing international cooperation at the newly created National Agency for Higher Education Quality Assurance (NAQA). Her expertise extends to serving as both a Ukrainian and international quality assurance expert.

With extensive experience in public diplomacy, coordinating international partnerships, and managing complex projects, Dr. Tsiatkovska has contributed to education policy and reforms. Dedicated to fostering human capital development, Dr. Tsiatkovska sees education as a cornerstone for societal growth and views Ukraine’s diaspora as a vital asset in the global community. She balances her main responsibilities with a strong dedication to working with students, mentoring and inspiring the next generation of leaders.

She has worked in both academic and public sectors, focusing on bridging national and international education systems to promote quality and resilience. Through the Fellowship, Dr. Tsiatkovska seeks to connect with professionals from diverse backgrounds, gain valuable insights into innovative practices, and learn from the experiences of other participants and represented countries. She is particularly interested in exploring the potential of EdTech to address human capital challenges in Ukraine, strengthen connections with Ukrainians living abroad, and ensure access to Ukrainian education for those displaced. By collaborating with fellows, she hopes to identify practical solutions and strategies to leverage EdTech for fostering resilience, preserving cultural identity, and enhancing educational opportunities for Ukrainians worldwide.
