Dr Miriam Preckler Galguera

Director of Education - Development Bank of Latin America and the Caribbean (CAF), Uruguay

Miriam Preckler Galguera has a solid academic background and an outstanding professional career. She holds a PhD in Education from the Autonomous University of Madrid; a bachelor degree in Business Administration and Management from Carlos III University; a bachelor degree in Primary Education and a diploma in Foreign Language Teaching. She has two master’s degrees, one in International Development Cooperation and the other in Quality and Improvement on Education, among other university qualifications.

She has more than 17 years of professional experience in strengthening public policies on education, which she has exercised in the field of international cooperation. Throughout her professional career, she has held various positions in multilateral organisations such as UNESCO, UNICEF, OEI and IPU, including: Director of the OEI Office in Paraguay from 2018 to 2023; she was responsible of the Education section at UNICEF Panama; Education Programme Specialist in South Sudan, working on the design of the 2017–2021 Five-Year Vocational Training Plan; coordinating the ‘Better Education for Africa’s Rise’ (BEAR) project from UNESCO headquarters for five African countries: Botswana, DR Congo, Namibia, Malawi, and Zambia; and the development of the Secondary Education Strategy in Latin America and the Caribbean for the UNICEF Regional Office for Latin America and the Caribbean (LACRO).

Her work has led her to acquire a deep understanding of the challenges facing education systems in Latin America, as well as to develop strong analytical skills, which he uses to design and implement foresight institutional strategies. Since September 2024, she is the Director of Education at CAF, where she leads the education team that is improving public education in 24 countries in Latin America and the Caribbean.

She is the author of several articles and publications, including ‘Education in Latin America and the 2030 Sustainable Development Goals, regional commitments 2013–2015’ (2021) and ‘Globalisation, Mass Education and TVET: The influence of UNESCO in Botswana and Namibia’ (2018).

Ms Preckler joins the Cambridge Partnership for Education EdTech Fellowship Latin America looking forward to be an active member of the global network of leaders and contribute in her capacity in guiding and supporting countries on the process of the education technology transformation over the region.
