Dr William Mejía is Director of Innovation and Educational Technology at the Ministry of Education, Science and Technology in El Salvador. In this role, he leads national projects that expand educational and occupational opportunities for people of all ages. His work has strengthened the national education system by promoting sustainable digital transformation and integrating technology to close knowledge gaps.
With fifteen years of service at the Ministry, Dr Mejía has held a range of leadership positions, including Director of Research and Director of Education in Science, Technology and Innovation. He has also served on the boards of key national institutions, including the Salvadoran Institute of Professional Training (INSAFORP), the National Board of Science and Technology, and the National Institute of Training and Development (INCAF).
Dr Mejía holds a PhD in Instructional Technology and Instructional Design from Southern Illinois University Carbondale, an MSc in Computer Science from the Technological Institute of Costa Rica, and a BSc in Physics.
Alongside his public service, Dr Mejía has a strong academic background. From 1992 to 2005, he taught at the University of El Salvador, where he also chaired the Physics Department. This teaching experience provided him with a deep understanding of educational systems, which continues to inform his policy and leadership work.
He is bilingual and recognised as a Fulbright Scholar and recipient of the Dean and Sybil McClusky Research Award. His experience across academia and public service equips him to address complex challenges in education. Through his participation in the EdTech Fellowship, Dr Mejía aims to further strengthen his knowledge and leadership capacity to advance the digital transformation of El Salvador’s education system.
