Juan Carlos Flores Miramontes

Juan Carlos Flores Miramontes is a passionate civil servant and an enthusiastic promoter of technology and innovation in the education sector. Since 2018, he has served as Secretary of Education of Jalisco, one of the most innovative states in Mexico and the seat of the Mexican Silicon Valley. As Secretary of Education, he is entrusted with leading state policy towards a more dynamic, inclusive, and competitive system through the participation of a wide range of stakeholders, including teachers, families, the private sector, unions, NGOs, representatives, mayors, and the federal government.

One of his major accomplishments has been the development and implementation of a state-tailored education policy named Recrea: rebuilding education towards a re-foundation of Jalisco for 2040, which has been recognised nationally. It is now being enriched and relaunched with a new focus on character education and Artificial Intelligence in the daily practice of teachers.

With his vision of technology and innovation as drivers of change, the Department embarked on a multifaceted journey that provided the school community with free access to courses, workshops, virtual classrooms, conferences, and online lessons. Other key components included free content on STEAM skills, including robotics, programming, computing, English language, and socio-emotional skills.

He has developed an extensive professional portfolio in both the public and private sectors. He holds a Bachelor’s degree in Physics from Universidad de Guadalajara and graduated from Universidad Panamericana in Pedagogic Superior Studies. He also received an MBA from the Institute of Senior Business Management (IPADE) and a Diploma in Management of Educational Institutions from the Management Training and Improvement Centre (ICAMI). He has served as Director General of Higher Education in the State Department of Education and has presided over the Mexican Association of Principals, as well as serving as Principal of the renowned private school Altamira.
