Khayala Fatullayeva

Head of Digital Economy - Center for the Fourth Industrial Revolution, Azerbaijan

Khayala Fatullayeva has over 10 years of experience in innovation, technology, communication, and education. She holds a bachelor’s degree in Management and has earned three master’s degrees: Strategic Management from Azerbaijan Technical University, Project Management from George Washington University (USA), and Artificial Intelligence in Public Services—a dual degree from Madrid Polytechnic and Milan Polytechnic University.

Currently, Khayala serves as the Head of the Digital Economy Department at the Center for the Fourth Industrial Revolution under the Ministry of Economy. In this role, she collaborates with international organisations and major technology companies, driving digital transformation initiatives. She actively engages with local universities, encouraging them to participate in EdTech projects aimed at equipping students with future-ready skills. Additionally, she leads various upskilling and reskilling programmes for citizens, fostering a culture of continuous learning.

Khayala firmly believes in the principles of lifelong learning and closely follows key industry reports, such as the Future of Jobs and Global Skills Report, to align her initiatives with emerging trends in future skills.

Through the Fellowship programme, she aims to gain valuable insights into designing specialised EdTech programmes and curricula for both citizens and universities. She also recognises the importance of networking and looks forward to meaningful knowledge exchange with fellows from diverse backgrounds across the globe.

I think lifelong learning should be the guiding principle for everyone navigating the era of digitalisation. In this context, EdTech initiatives will serve as a cornerstone for transition to a digital society and equipping the population with essential future-ready skills.
