Mauro Carballo MA is the Director of Artificial Intelligence and Education at Ceibal, Uruguay’s national agency for educational innovation and digital inclusion. Ceibal is internationally recognised as a pioneering model for country-scale digital transformation, providing universal access to technology, platforms, and resources to every student and teacher in the public education system. Mauro oversees all education departments at Ceibal, coordinating more than 15 areas and leading a team of over 350 professionals. His leadership is advancing Uruguay’s national strategy to integrate artificial intelligence into education, with a strong focus on equity, innovation, and teacher professional development.
With over 15 years of experience in education, technology, and innovation, Mauro has managed large-scale national programs that benefit more than 800,000 learners and teachers. He played a central role in Uruguay’s new curriculum design, ensuring that digital skills, AI, and innovative pedagogies are embedded across teaching and learning. He also led the development of pioneering initiatives in computational thinking, robotics, and maker culture. In 2025, he contributed to the launch of EduIA Lab, a regional platform for AI and education created with international partners to research, test, and scale solutions that empower teachers and improve learning outcomes.
Mauro holds a Master’s degree in Media and Technology in Education from the University of London, an MBA in Technology Business Management from ORT University in Uruguay, and a BA in Human Ecology from the College of the Atlantic in the United States. He also brings extensive international experience, having worked in more than 12 countries across Latin America, North America, and Africa through fieldwork and consultancy in education and innovation.
As a Fellow, Mauro hopes to share Uruguay’s experience as a “country-scale laboratory” for innovation, while learning from global peers to explore how AI can empower teachers, reduce inequality, and strengthen education systems. He expects this programme to provide deep engagement with world-class experts, opportunities for reflection and mentorship, and a space to co-create new strategies that can be translated into lasting impact in Uruguay and across Latin America.
