Naomy Oliveria

Coordinator of Youth Leadership, Innovation, and Equity - State Department of Education of Rio Grande do Sul, Brazil

Naomy Oliveira is a Brazilian public policy specialist working in the field of education. She currently collaborates with the State Department of Education of Rio Grande do Sul, where she designs and implements policies to promote youth leadership, educational innovation, and engagement with Brazil’s innovation ecosystem. Her work involves co-creating technological solutions that support student agency and enhance school planning and management.

Naomy also works closely with leading third-sector education organisations in Brazil, supporting over ten municipalities in developing strategies and tools to strengthen the capacities of school leaders and improve public education systems.

She holds a degree in Administration, a postgraduate specialisation in innovation and agile methodologies (PUC-PR and Echos), and a Master’s in Public Policy and Management (FGV), with a focus on education, technology, and racial equity. Her master’s research explores how public education systems implement racial equity policies across schools.

Previously, she worked with the São Paulo State Department of Education, where she contributed to the design of the innovation and technology curriculum component and played a key role in launching one of the state’s first public high school student hackathons. She later scaled this initiative to Rio Grande do Sul, helping to institutionalise creative, tech-based challenges for thousands of students and educators.

Her career blends hands-on educational innovation, agile governance, and strategic support to public sector leaders, with the aim of building more equitable and future-ready learning environments in Brazil.
