Santiago Albarracín is Director of Educational Technology at the Ministry of Education of the Province of Buenos Aires, Argentina. In this role, he leads a team of over 300 professionals across 135 districts, designing and implementing large-scale digital transformation policies within the region’s largest education system. His work focuses on ensuring equitable access to technology, strengthening teachers’ digital competencies, and fostering inclusive and innovative learning environments.
With more than two decades of experience in public education, social policy, and international cooperation, Santiago has held senior leadership roles spanning academia, media, and government. As Executive Director of Radio Universidad Nacional de La Plata (UNLP), he oversaw one of Argentina’s most influential university media platforms, promoting public debate and civic engagement. Later, as Director of the Journalism Programme at the Universidad Nacional de Avellaneda (UNDAV), he cultivated partnerships among universities, professional organisations, and communities, reinforcing the role of education in public life.
Since 2022, Santiago has led provincial digital education strategies, including Conectar Igualdad Bonaerense, a large-scale programme aimed at ensuring technology access for secondary students. This responsibility has deepened his expertise in designing and implementing education policies with systemic impact.
Santiago holds a Licentiate degree in Communication and is currently pursuing a PhD in the same field at the Universidad Nacional de La Plata. His doctoral research explores how journalism and communication students build knowledge and professional skills through self-managed media projects, highlighting the intersection of academic learning and autonomous practice. He also holds a Research Proficiency Degree from the Universidad Complutense de Madrid.
Through the HP Cambridge Partnership for Education EdTech Fellowship, Santiago seeks to broaden his global perspective on educational technology and policy, while further strengthening his expertise to address regional challenges. He is particularly interested in learning from diverse international contexts, contributing Latin American experiences to global debates, and co-developing solutions that empower teachers and students locally, while advancing inclusive digital education strategies that transcend borders.
