Tamara Vinacur

Senior Specialist, Education Division - Inter-American Development Bank (IDB), Argentina

Tamara Vinacur is a Senior Specialist in the Education Division of the Inter-American Development Bank (IDB) in Argentina. In this role, she works to advance inclusive and effective education policies by partnering with governments and stakeholders to strengthen systems and promote equitable learning outcomes across the region.

Previously, Tamara consulted for the Organización de Estados Iberoamericanos (OEI), IIPE-UNESCO in Buenos Aires, and the Center for Educational Policy Evaluation at UTDT (CEPE/UTDT). She served as Executive Director of the Unit for the Evaluation of Quality and Equity in Education at the Ministry of Education of the City of Buenos Aires from 2015 to 2019. Earlier in her career, she held various positions at both the National Ministry of Education and the Ministry of Education of the City of Buenos Aires, where she supported policy design, monitoring, and evaluation.

Tamara holds a Master’s degree in Measurement, Evaluation, and Educational Statistics from Teachers College, Columbia University, in New York. Through the EdTech Fellowship, she hopes to deepen her knowledge of digital innovation and leadership, learn new approaches to transform education systems, and join a global community of leaders committed to harnessing technology for more inclusive and resilient learning.
