Victor Abu Sesay

Director of Technology and Innovation, Ministry of Technical and Higher Education, Sierra Leone

Mr Victor Abu Sesay is Director of Technology and Innovation at the Ministry of Technical and Higher Education of Sierra Leone. He has a master’s degree in Telecommunication and Information System Engineering and a BSc in Computer Science and Technology. 

At the Ministry of Technical and Higher Education, Victor’s remit is to lead and oversee strategic planning, development and implementation of technology and innovation initiatives within the education sector. He is responsible for EdTech implementations across 12 universities, 48 colleges and 297 Technical and Vocational Education and Training (TVET) institutions.  

Victor works closely with government departments, technology vendors and education leaders to ensure technology strategies are aligned with overall government objectives and policies. 

His day-to-day involves setting strategic goals and objectives, developing policies and guidelines, managing budgets and overseeing project implementations. His current live projects include the development of e-learning platforms, digital content creation and distribution, and establishment of innovation hubs to foster creativity and entrepreneurship among students and faculty.  

Victor is credited as the brain behind the online application portals and learning management systems  for the public universities in Sierra Leone. He also spearheaded the design and implementation of the first ever Higher Education Management Information System (HEMIS) that has set the basis for the EMIS platform in Sierra Leone.
